UN suspends aid to Yemen as rebels accused of misappropriating donations

The World Food Programme will partially suspend food aid to Yemen, the UN’s food distribution arm announced this morning.

The initial suspension will only target Sana’a, the war-torn country’s capital, and will affect around 850,000 people.

“The people there on the ground are very, very poor and to lose this aid is a disaster,” says Radhya Almutawakel of Yemeni rights organisation Mwatana.

The move is an attempt to stop the Iran-backed Houthi group, which seized Sana’a from the Saudi-backed government in 2014, from siphoning off aid deliveries.

“The Houthi setup in the north… relies a lot on patronage networks, essentially buying off local actors to support them and to support the war effort, and they’re financially squeezed at the moment so they’re diverting aid to pay off soldiers in kind,” says Holly Topham, an analyst at Yemen think tank the Sana’a Centre.

The WFP discovered the aid was being diverted in December 2018 and says the suspension is a last resort after months of failed negotiations.

 “As in any conflict zone, some individuals seek to profit by preying on the vulnerable,” a WFP spokesperson said. The organisation said it is ready to resume deliveries as soon as an agreement can be reached.

The dispute centres around a UN biometric system, already employed in government-controlled areas in Yemen, which uses fingerprinting, iris scanning and facial recognition to ensure food aid reaches its intended targets.

Houthi authorities have refused the system, painting the situation as a political struggle in which they want to protect Yemeni civilians’ data from an international organisation to which the Saudi government is a major donor.

They say the data should instead be collected by a local Houthi-run NGO, Namcha.

One analyst told The Telegraph the WFP is determined to safeguard the data, fearing that allowing an NGO so closely bound to Houthi leadership to have it would be an “ethical disaster.”

Sana’a was carefully chosen as the site of the suspension, being highly visible internationally but able to withstand a cut in aid.

“It’s the best place to absorb the shock, being an urban centre the networks are easier for people to find alternative sources of food through extended families and so on,” Ms Topham told The Telegraph.

“The danger will come with where they choose next. It’s a case of can they roll it out further to really exert pressure on the Houthis while still protecting the areas most at risk of famine.”

The WFP feeds more than 10 million people affected by Yemen’s five-year civil war each month. Each family of six gets a monthly ration of wheat flour, pulses, vegetable oil, sugar and salt.

Navy conducts exercises in South China Sea during Chinese military drills

Two U.S. Navy aircraft carriers conducted exercises Saturday in disputed waters of the South China Sea at the same time that China carried out controversial military drills in the region.

The Navy confirmed to Reuters that the USS Nimitz and USS Ronald Reagan were carrying out operations and exercises in the South China Sea “to support a free and open Indo-Pacific.”

China claims sovereignty over most of the sea, a claim other Southeast Asian countries reject.

“The purpose is to show an unambiguous signal to our partners and allies that we are committed to regional security and stability,” Rear Admiral George M. Wikoff told The Wall Street Journal.

Wikoff said that the exercises were in response to those being conducted by Beijing, which he called “counter-productive to efforts at easing tensions and maintaining stability.” The Pentagon has accused China of trying to intimidate its neighbors, including Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

The Navy did not immediately respond to a request for comment from The Hill. 

The move comes amid high tensions between Washington and Beijing over the latter’s response to the coronavirus pandemic, as well as trade issues and China’s effort to exert more control over Hong Kong.

WHO halts hydroxychloroquine trials after failure to reduce death

The World Health Organization (WHO) announced Saturday it is halting its trials of the malaria drug hydroxychloroquine and HIV treatment lopinavir-ritonavir in patients hospitalized with the coronavirus after results showed the drugs did not reduce mortality rates.

“These interim trial results show that hydroxychloroquine and lopinavir/ritonavir produce little or no reduction in the mortality of hospitalized COVID-19 patients when compared to standard of care. Solidarity trial investigators will interrupt the trials with immediate effect,” the WHO said in a statement, referencing multicountry trials it is conducting. 

The group, a United Nations agency, said it was ending the tests on the recommendation of the drug trial’s international steering committee. The pause does not impact other studies in which the drugs are used for patients who are not hospitalized.

The WHO is also examining the potential effect of remdesivir, an anti-viral drug from Gilead, on COVID-19.

The WHO’s announcement comes two days after a study was released linking the use of hydroxychloroquine by COVID-19 patients to lower death rates.

In patients who received the drug, the death rate was 13 percent, compared with a death rate of 26.4 percent in patients who weren’t administered the treatment.

Studies have offered a scattershot assessment of hydroxychloroquine’s effectiveness in battling the coronavirus. The Food and Drug Administration earlier this year yanked the drug’s emergency use authorization, citing data from a large randomized controlled trial that showed no difference between using hydroxychloroquine and standard COVID-19 treatment.

Roman Reigns Makes Big Announcement On Last Night’s RAW

Roman Reigns made his WWE return on last night’s RAW from Atlanta, Georgia, his first appearance since announcing his second battle with leukemia and relinquishing The WWE Universal Title back in late October 2018.
Reigns opened the show to a major pop and announced that he is now in remission. He then announced that The Big Dog is back, indicating that he will be back in the ring for WWE soon, perhaps at WrestleMania 35.
Reigns received many chants and pops during last night’s opening segment. He then talked about how he was overwhelmed by the support he has received from everyone since he made the announcement back in October, adding that he feels like he can do anything with that kind of love and support.

Reigns will be on ABC’s Good Morning America today morning to make another huge announcement.
