We Can Work It Out.

Paul, lui, a ouvert la soirée avec Got To Get You Into My Life, de l’album Revolver, puis Eleanor Rigby, Let It Be, et enfin Hey Jude.

EU calls Mali crisis talks

EU calls Mali crisis talks

Ashton talks of providing financial and logistical support to African troops.

By

Updated

Foreign ministers from the European Union’s 27 member states have been summoned to meet in Brussels this week to discuss the crisis in Mali, following an advance by armed rebels that prompted military intervention by France.

Catherine Ashton, the EU’s foreign policy chief, said in a statement that the extraordinary meeting was “to take stock of possible EU actions in support of Mali”.

Under a plan agreed within the UN in December, an African force was expected to fight alongside the Malian army against Islamist forces that seized the north of the country last spring. The EU’s role was limited to training the Malian army and providing financial and capacity-building support.

Ashton said today that the foreign ministers foreign ministers would discuss accelerating deployment of EU trainers, financial and logistical assistance for the African force and “other direct support to the Malian government to help it cope with the current situation”.

The statement does not mention military support for France. The UK, Germany, Belgium and Denmark have offered France logistical support, while France says that the US is providing intelligence, communications and transport support.

José Manuel Barroso, the European Commission’s president, praised the “courageous action of French troops” on Saturday (12 January).

No date has yet been set for the EU foreign ministers’ talks.

Ashton said that the EU is co-ordinating its response with the UN, the African Union, and Ecowas, the 15-country Economic Community of West African States, which will form the African military mission.

This is first extraordinary meeting of EU foreign ministers since the summer, when Belarus expelled Sweden’s diplomats from Minsk after a Swedish public-relations company flew a plane into Belarusian airspace and dropped teddy bears bearing pro-democracy messages.

Foreign ministers were next scheduled to meet on 31 January.

Ashton, who was in Brussels today, did not make a public appearance. She is due to appear before the European Parliament tomorrow, for a previously scheduled debate.

READ: President Trump's Oval Office address about coronavirus pandemic

President TrumpDonald John TrumpThe Hill’s Morning Report – Trump takes unexpected step to stem coronavirus Democrats start hinting Sanders should drop out Coronavirus disrupts presidential campaigns MORE on Wednesday gave a rare Oval Office address to reassure a worried nation about the spread of the novel coronavirus, which has infected more than 1,000 Americans and killed more than 30 thus far.

In the address Trump detailed new travel restrictions and targeted economic relief for small businesses and individuals affected by the virus, while calling on Congress for further action on payroll tax relief and benefits for hourly workers.

Read the president’s full address below:

My fellow Americans, tonight I want to speak with you about our nation’s unprecedented response to the coronavirus outbreak that started in China and is now spreading throughout the world. Today the World Health Organization officially announced that this is a global pandemic. We have been in frequent contact with our allies and we are marshaling the full power of the federal government and the private sector to protect the American people.

This is the most aggressive and comprehensive effort to confront a foreign virus in modern history. I am confident that by counting and continuing to take these tough measures we will significantly reduce the threat to our citizens and we will ultimately and expeditiously defeat this virus. From the beginning of time nations and people have faced unforeseen challenges, including large-scale and very dangerous health threats. This is the way it always was and always will be. It only matters how you respond and we are responding with great speed and professionalism. Our team is the best anywhere in the world.

At the very start of the outbreak, we instituted sweeping travel restrictions on China and put in place the first federally mandated quarantine in over 50 years. With we declared a public health emergency and issued the highest level of travel warning on other countries as the virus spread its horrible infection. And taking early intense action we’ve seen dramatically fewer cases of the virus in the United States than are now present in Europe. The European Union failed to take the same precautions and restrict travel from China and other hot spots. As a result a large number of new clusters in the United States were seeded by travelers from Europe. After consulting with our top government health professionals I have decided to take several strong but necessary actions to protect the health and well being of all Americans.

To keep new cases from entering our shores, we will be suspending all travel from Europe to the United States for the next 30 days. The new rules will go into effect Friday at midnight. These restrictions will be adjusted subject to conditions on the ground. There will be exemptions for Americans who have undergone appropriate screenings and these prohibitions will not only apply to the tremendous amount of trade and cargo, but various other things as we get approval. Anything coming from Europe to the United States is what we are discussing. These restrictions will also not apply to the United Kingdom. At the same time, we’re monitoring the situation in China and South Korea, and as their situation improves, we will re-evaluate the restrictions and warnings that are currently in place for a possible early opening.

Earlier this week I met with the leaders of health insurance industry who have agreed to waive all co-payments for coronavirus treatments, extend insurance coverage to these treatments and to prevent surprise medical billing. We are cutting massive amounts of red tape to make anti-viral therapies available in record time. These treatments will significantly reduce the impact and reach of the virus. Additionally last week I signed into law an $8.3 billion funding bill to help CDC and other government agencies fight the virus and support vaccines, treatments and distribution of medical supplies. Testing and testing capabilities are expanding rapidly. Day by day, we’re moving very quickly.

The vast majority of Americans, the risk is very, very low. Young and healthy people can expect to recover fully and quickly if they should get the virus. The highest risk is for elderly population with underlying health conditions. The elderly population must be very, very careful. In particular, we’re strongly advising that nursing homes for the elderly suspend all medically unnecessary visits.

In general older Americans should also avoid non-essential travel in crowded areas. My administration is coordinated directly with communities with largest outbreaks and we have issued guidance on school closures, social distancing and reducing large gatherings.

Smart action today will prevent the spread of the virus tomorrow. Every community faces different risks, and it is critical for you to follow the guidelines of your local officials who are working closely with our federal health experts, and they are the best. For all Americans it is essential that everyone take extra precautions and practice good hygiene. Each of us has a role to play in defeating this virus. Wash your hands, clean often-used surfaces, cover your face and mouth if you sneeze or cough, and most of all if you are sick or not feeling well, stay home. To ensure that working Americans impacted by the virus can stay home without fear of financial hardship, I will soon be taking emergency action, which is unprecedented, to provide financial relief. This will be targeted for workers who are ill, quarantined or caring for others due to coronavirus. I will be asking Congress to take legislative action to extend this relief.

Because of the economic policies that we have put into place over the last three years, we have the greatest economy anywhere in the world by far. Our banks and financial institutions are fully capitalized and incredibly strong. Our unemployment is at a historic low. This vast economic prosperity gives us flexibility, reserves and resources to handle any threat that comes our way.

This is not a financial crisis; this is just a temporary moment of time that we will overcome together as a nation and as a world. However, to provide extra support for American workers, families and businesses, tonight I am announcing the following additional actions. I am instructing the small business administration to exercise available authority to provide capital and liquidity to firms affected by the coronavirus. Effective immediately the SBA will begin providing economic loans in affected states and territories. These low interest loans will help small businesses overcome temporary economic disruptions caused by the virus. To this end I’m asking Congress to increase funding for this program by an additional $50 billion.

Using emergency authority, I will be instructing the Treasury Department to defer tax payments without interest or penalties for certain individuals and businesses negatively impacted. This action will provide more than $200 billion of additional liquidity to the economy. Finally, I am calling on Congress to provide Americans with immediate payroll tax relief. Hopefully they will consider this very strongly.

We are at a critical time in the fight against the virus. We made a life-saving move with early action on China. Now we must take the same action with Europe. We will not delay. I will never hesitate to take any necessary steps to protect the lives, health and safety of the American people. I will always put the well being of America first. If we are vigilant, and we can reduce the chance of infection, which we will, we will significantly impede the transmission of the virus. The virus will not have a chance against us. No nation is more prepared or more resilient than the United States. We have the best economy, the most advanced health care, and the most talented doctors, scientists and researchers anywhere in the world. We are all in this together.

We must put politics aside, stop the partisanship, and unify together as one nation and one family. As history has proven time and time again, Americans always rise to the challenge and overcome adversity. Our future remains brighter than anyone could imagine. Acting with compassion and love, we will heal the sick, care for those in need, help our fellow citizens and emerge from this challenge stronger and more unified than ever before. God bless you, and God bless America. Thank you.

Democrat presses top Trump official on rollback of safety regulations despite alleged staff objections

Rep. Mike Levin (D-Calif.) on Tuesday pressed Trump official Scott Angelle over whether Angelle pushed for a rollback of safety regulations despite objections from career officials.

His questions follow a Wall Street Journal report that said staff engineers had called for no changes to a two-week testing requirement for devices used to prevent oil well blowouts.

The report said Angelle, who leads the Bureau of Safety and Environmental Enforcement, instead adopted an industry-preferred three-week testing requirement.

“Did the career staff at your agency send you a decision memo recommending that the testing frequency stay at two weeks?” Levin asked at a Tuesday House Natural Resources Committee hearing.

“What I believe I received, sir, was a variety of options that were not ready and ripe for presentation,” Angelle responded.

“Did you call one of the engineers working on that memo and tell them to remove that recommendation for two weeks from the memo?” Levin followed up.

“I have no recollection of instructing anybody to remove a recommendation. I do have a recollection of saying that the recommendation was not ripe because the team had received an assignment and they had not yet fulfilled that assignment,” Angelle replied.

After Angelle told Levin that he was the intended recipient of the memo, the lawmaker responded, “So you had the staff edit a memo that was going to you so it would not look like they were recommending what you didn’t want them to recommend.”

“Incorrect,” Angelle said. “The public policy rulemaking requires a robust discussion, and to have recommendations that are not yet fully developed seems to be premature.”

The rule in question was put in place after the Deepwater Horizon oil spill that killed 11 people and left millions of gallons of oil leaking into the Gulf of Mexico.

Documents reviewed by the Journal showed that career employees wanted “no change to the testing frequency” of safety equipment.

“When we talk about safety and we talk about the threat to our environment, this isn’t some nameless, faceless person. This isn’t some random area. These are Scott’s relatives. These are his neighbors. These are his friends and mine,” Graves said, referencing Angelle’s past work in Louisiana.

“To allege that he would threaten the lives and safety of people that are his relatives, his friends and neighbors, is just wrong,” the lawmaker added.

Member states will need to be flexible

Member states will need to be flexible

By

Updated

Last week’s agreement between member states’ leaders on the EU’s multi-annual financial framework is merely political in character.

In order for the agreement to take effect, the European Council is required by unanimity to adopt a regulation on the MFF, along with rules laid down in five separate acts on ‘own resources’ (the budget’s revenue other than the member state contributions based on gross national income). The Council adopts this legislation after it has obtained the consent of the European Parliament.

In theory, this means that MEPs can only approve or reject the Council’s proposal. In practice, a credible threat of withholding consent gives the Parliament leverage in negotiating with ministers to demand changes to specific budget items. The European Council, in its conclusions, invited the rotating presidency – held by Ireland – to “rapidly take forward discussions with the European Parliament”.

How these discussions will be managed is unclear at present, because they do not follow the template of the co-decision procedure between Council and Parliament. On the member states’ side, Ireland has a mandate to discuss flexibility and revision clauses. On the Parliament’s side, the MEPs specialising in budget matters in the political groups will meet on Wednesday (20 February) to discuss the way ahead.

The sector-specific legislation required for the MFF to be translated into actual programmes – around 70 separate pieces – follows the regular co-decision procedure. Toby Vogel

Trump on coronavirus scare: 'This is not a financial crisis'

President TrumpDonald John TrumpThe Hill’s Morning Report – Trump takes unexpected step to stem coronavirus Democrats start hinting Sanders should drop out Coronavirus disrupts presidential campaigns MORE insisted the U.S. is not suffering through a financial crisis in an Oval Office address to the country about the coronavirus outbreak on Wednesday.

Trump, speaking after markets plunged once again on Tuesday, said the U.S. economy and financial system was strong enough to weather a potential economic slowdown driven by the coronavirus pandemic.

“This is not a financial crisis. This is just a temporary moment of time that we will overcome together as a nation,” Trump said.

More than 1,000 cases of COVID-19 have hit the U.S., and a series of events on Wednesday underscored the seriousness of the threat to the country.

The NCAA announced it would hold its annual basketball tournaments before empty arenas to prevent the spread of the virus, and the NBA suspended its season shortly after Trump’s address after a player tested positive for coronavirus.

Trump also said he was suspending flights from Europe for the next 30 days because of the virus, a decision likely to ripple throughout the global economy. The president said such travel restrictions would apply to “trade and cargo,” but the White House later clarified that goods from Europe would still be able to enter the country.

Trump’s speech comes amid growing fears that the COVID-19 pandemic could derail a sturdy U.S. economy and cause a painful slowdown. Financial markets have cratered as Trump and lawmakers struggle to find common ground on a plan to support Americans who may be unable to work or laid off during a downturn and businesses likely to suffer from dampened consumer spending

Trump said he will “soon be taking emergency action [to] provide financial relief … targeted for workers who are ill, quarantined, or caring for others due to coronavirus,” without specifying how he would do so.

The president also said he would instruct the Small Business Administration to extend low-interest loans to businesses in coronavirus hot spots to overcome steep declines in activity, and would ask Congress to approve a temporary payroll tax suspension that has fallen flat among lawmakers.

Trump’s Wednesday night proposals, which were floated throughout the week by the president and his advisers, did little to reassure traders clamoring for massive stimulus injection.

Dow Jones industrial average futures plunged after Trump’s address, projecting a loss of more than 1,000 points when markets open Thursday.

Trump also did not address a several issues that Democrats consider essential to any coronavirus aid plan, including provisions to expand unemployment insurance and ensure that low-income children don’t miss meals due to school closures. The House is set to vote on a bill with those measures and others, including federal paid sick leave, on Thursday in a bid to force the Senate to pass the legislation quickly.

Economists warn that the U.S. could slip into a recession if Congress does not provide stimulus targeted to stave off a cycle of layoffs and consumer panic driven by the virus. Even so, a downturn the scale of the Great Recession remains unlikely thanks to post-crisis regulations mandating stricter capital reserve levels and federal oversight.

Trump met with top U.S. bank CEOs and advocates Wednesday to discuss how the financial sector could help shore up businesses most threatened by a downturn. The bankers stressed that they stood ready to help customers navigate financial hardships while anchoring the U.S. economy.

“Our banks and financial institutions are fully capitalized and incredibly strong, our unemployment is at a historic low,” Trump said Wednesday night. “This vast economic prosperity gives us flexibility, reserves and resources to handle any threat that comes our way.”
